We feel natürlich the need, to correspond, to some extent and as we grow, we learn that something is apropriate, and learns that is somethings inapropriate, and we develop a mindset of the incorperates this. There are cultures in any counrties, where breasts are not held sexually, and the need to cover her/it/them seems ridiculous. If adults are shamed, we should not put this on our children.
